This observation point, reached by 2 cable cars from Chamonix is the main tourist place. Only this place was open when I was there in October, while other observation decks' cable cars were not in operation due to off season.
It is a cool place, with a spectacular view of Mon Blanc and surrounding mountains, and the view of the city and valley down.
